PuB-EAA
A PuB-EAA is an EAA, Electronic Attestation of Attributes, issued by, or on behalf of, a public sector body under eIDAS 2.0. It sits between an ordinary EAA and a QEAA, without going through qualified trust service provider certification.
A PuB-EAA draws its trust from the issuing body's public mandate rather than from qualified trust service provider certification, which is what gives a QEAA its eIDAS 2.0 legal presumption of accuracy. In practice, a relying party often trusts a PuB-EAA from a known public sector source, such as a population register or chamber-of-commerce extract, more than an EAA from an arbitrary private provider. The ARF calls the issuing entity a PuB-EAA Provider, one of the three Attestation Provider roles alongside a QEAA Provider and a non-qualified EAA Provider.

Does a PuB-EAA carry the same legal presumption of accuracy as a QEAA?
No. Only a QEAA, issued by a qualified trust service provider, gets the eIDAS 2.0 legal presumption of accuracy that lets a relying party accept it without further checks. A PuB-EAA relies instead on the institutional trust already placed in the issuing public sector body, which is often high in practice but is not the same legal guarantee.
