PuB-EAA
A PuB-EAA is an EAA, Electronic Attestation of Attributes, issued by, or on behalf of, a public sector body responsible for an authentic source under eIDAS 2.0. eIDAS 2.0 gives it the same legal effect as a QEAA, even though its issuer is not a qualified trust service provider.
A PuB-EAA comes from a public sector body responsible for an authentic source rather than from a qualified trust service provider, and Article 45b(2) of eIDAS 2.0 gives it the same legal effect as a lawfully issued paper attestation, exactly as it does for a QEAA. In practice, a relying party often trusts a PuB-EAA from a known public sector source, such as a population register or chamber-of-commerce extract, more than an EAA from an arbitrary private provider. The ARF calls the issuing entity a PuB-EAA Provider, one of the three Attestation Provider roles alongside a QEAA Provider and a non-qualified EAA Provider.

Does a PuB-EAA carry the same legal weight as a QEAA?
Yes. Article 45b(2) of eIDAS 2.0 gives a PuB-EAA and a QEAA the same legal effect, that of a lawfully issued paper attestation, so a relying party can accept either without further checks. What differs is how that trust is established: a QEAA comes from a qualified trust service provider on a Trusted List, while a PuB-EAA comes from a public sector body that its member state notifies to the Commission with a conformity assessment report.
